Janusz Zemke, Secretary of State, first Deputy Minister of National Defense and National Armaments Director of Poland, discusses about the defense material modernization in Poland. He supports the openness for cooperation with non-EU NATO members that would strengthen cohesion, partnership and cooperation between the EU and NATO.

British Defense Secretary, Geoff Hoon, has announced a significant reduction in the British military structure and material inventory, euphemistically referred to a 'reorganization' or even 'modernization', on 21st July 2004. It may be described as the most significant restructuring of the UK Armed Forces in a generation.

India's conventional build-up: Unsettling the strategic balance?

Defense modernization is gathering pace in India and the proportion of the country's defense budget has increased significantly by the newly elected Congress-led government in May 2004. Modernization has aroused concerns in Pakistan and also in the subcontinent about the India's advancement in defense programs.
