Coast Guard focuses on life-saving, "basic services"

Article Abstract:

The US Coast Guard is pushing for continued delivery of basic services to the population with the help of the proposed $4.3-billion fiscal 2000 budget. The Coast Guard intends to use the budget to bring more focus on such services as maritime safety, protection of marine resources and environment, anti-drug activities and national defense. The budget also allows for a 4.4% general pay increase, higher increases for mid-career personnel and other benefits to Coast Guard employees.

A new missile threat?

Article Abstract:

The US Missile Defense Agency is becoming alert to the possibility of a ship-launched missile attack against the country, SCUDS being the most likely source. While the military has spent little to create a defense against this potential threat, the Passive Coherent Locator (PCL) developed by Lockheed Martin is a step in the right direction.

Procurement conundrum

Article Abstract:

The US Congress and military officials want to support the acquisition work force and tighten procurement rules to improve the process, but the industry wants more contractor authority and less security by government managers. The reasons for triggering concerns regarding defense acquisition are discussed.
