Article Abstract:

The Navy's Bureau of Personnel recommended the Cryptologic Technician-Communications (CTO) community be merged into the Information Systems Technician (IT) rating as both the job specialties basically performed the same job. The new ratings formed as a result of the merging would transform Navy's manpower base and open up a wider array of jobs for many sailors for divers, explosive ordinance disposal personnel and, possibly, SEALs and special boat drivers.
