Investigators turn the spotlight on alternative remittance systems

Article Abstract:

The US Drug Enforcement Administration's investigation of the Colombian Black Market Peso Exchange and its use by drug traffickers and the Financial Action Task Force's examination of alternative remittance systems (ARS) are discussed. Law enforcement and intelligence agencies are helping in detecting and disrupting drug-trafficking and terrorist operations, as different categories of ARS have different levels of vulnerability to abuse and exploitation.

An overview is presented of U.S. Secretary of Defense Donald Rumsfeld's warfighting ideas which began in earnest on March 20, 2003. The extensive use of Special Forces in the Iraq War focused on effecting regime collapse rather than taking ground.

A new language of terror

Article Abstract:

Terrorism is normally a form of communication between two parties, but the World Trade Center disaster breaks that form in that it is not immediately evident who is responsible for the terrorist action. Assumptions and implications are discussed.
