Measuring success in counterinsurgency

Article Abstract:

The lack of institutional memory in the Department of Defense (DoD) and the Armed Services has created a continual need for writing a new field manual (FM) for counterinsurgency operations, but it does not have a system to measure success in counterinsurgency. The Iraqi government and the coalition partners should implement an Accelerated Pacification Campaign (ACP) plan with some priorities like reestablishing regular army with special counterguerrrilla skills.

The building, training and employment of motor transport (MT) assets in combat are described. The MT platoon of Regimental Combat Team 7 (RCT-7) is trained to locate, close with, and destroy the enemy by fire and maneuver.
