Peru's shining path survives decimation to return to the fray

Article Abstract:

Peru's Shining Path insurgent is beginning to step up its activity against the security forces, confounding expectations that the group would fade away after being decimated in the 1990s. The group is now adopting its recruitment tactics and drawing support from coca growers who are disillusioned by the government's coca eradication programmes and failure to improve social conditions.

Proliferation Security Initiative (PSI): Instrument for the evolution of international law of the sea

Article Abstract:

Vice Admiral Lutz Feldt, Chief of Naval Staff German, has given his views about the Germany's contribution towards the proliferation security initiative (PSI) and also about its relevance for other nations regarding the legality of using forces on the high seas. He has also suggested that PSI can be used as an instrument for further evolution of the international maritime law.
