Article Abstract:

Adm. Vern Clark, chief of naval operations has an abiding interest in cutting the size of his force and using the money saved to upgrade the fleet by making substantial reductions in the size of ship's crews, which is driving a variety of high-tech innovations in ship systems and operations.
