Slow track to democracy

Article Abstract:

The hand-over of sovereignty from the Coalition Provisional Authority to Iraqi Government on June 30 2004 is unlikely to bring about any serious change in the life and times of either the American forces or the Iraqi people. Plans of a swift victory by the American forces and the early replacement of despotism by democracy by the Iraqis have been waylaid by continued insurgency and it is expected that it will be winter of 2004 and beyond before working ministries are established to manage government functions.
