Sri Lanka returns to war

Article Abstract:

The Sri Lankan civil war has restarted after four years of intermittent ceasefire, and both sides seem committed to a full and possibly conclusive military campaign. There is an evident shift in operations within the war as the LTTE was brought into more open conflict with the government, and despite the best efforts of the Norwegian mediators and suggestions in early October 2006 that talks could resume by the end of the month, no political will exists on either side to return to the negotiating table.
