The US Airforce is looking for a Robust, Responsive, Reconfigurable and Invisible (R3I) capability for 21st century military communications, maintaining connectivity anywhere anytime, availability and mobility to operate over enormously expanded frequency range quickly and with stability in a universally orthogonal way, invisible to the enemy.
