The legacy of the Bottom-Up Review

Article Abstract:

Bottom-Up Review is one of the stranger episodes in the annals of Pentagon force planning that has failed to produce a credible defense program. Les Aspin, the new Secretary of Defense, has announced a whopping cut to the defense budget without calculating the impact of the reduction that would have on the on force capability.

US doctrine on the use of military force blurred in the decade following the Gulf War. The Bush administration should adopt the standard that lethal force should only be used for a well-defined and obtainable goal.
