The strategic world of Russell E. Dougherty

Article Abstract:

Russell E. Dougherty gained the reputation as one of the United States Air Force's best thinkers and planners, but he started out as a bugler in the cavalry. The life history of Russell E. Dougherty who rose from a 15-year cavalry bugler in 1935 to a four star commander of mighty Strategic Air Command in 1974 and a lawyer is illustrated.

Article Abstract:

The Gulf War opened prevailing assumptions about airpower and its relationship to the 'Airland Battle' since 1991. Iraq was the best-armed state in the Arab world during the 1990's and the Pentagon, the State Department and the Central Intelligence Agency did not see Iraq as an urgent problem.
