USAF outsourcing model

Article Abstract:

The US Air Force's Arnold Engineering Development Center (AEDC) has been a contractor-operated but Air Force-managed facility since its establishment in 1951. Since that time, private contractors have conducted simulated altitude testing of aerodynamic and propulsion systems. However, the Air Force makes the final decision on what systems are to be tested and when and decides the AEDC's budget. The AEDC currently has a workforce of 2,900 employees with 55% being employed by Sverdrup Technologies.
