Pres. Bush's negative ratings for economic and foreign policy were overcome by the capture of Saddam Hussein. His approval ratings increased from 52% to 58%. Approval of the Iraq occupation surged from 47% to 64%. Americans still had reservations about the length of the US occupation and the continuing attacks against US soldiers. Among the respondents to the The New York Times/CBS News Poll, 60% indicated that the US is still 'vulnerable' to a terrorist attack.

The US State Dept. and the Coalition Provisional Authority worked on a public relations campaign in advance of the capture of Saddam Hussein. Because of international doubt about the discovery and killing of Hussein's sons Uday and Qusay in July 2003, the US wanted to insure that if Saddam Hussein were captured, Iraqi authorities would be involved and the news would be disseminated as quickly as possible to avoid development of distorted rumors.

Pres. Bush held a news conference to discuss the Saturday capture of former Iraqi dictator Saddam Hussein. Bush was not hesitant in expressing his relief that Hussein will be brought to justice by the Iraqi people who will determine the appropriate punishment. The president would not specify when the US would complete its occupation of Iraq and stated that Hussein's capture would not impact decisions on postwar reconstruction.
