Article Abstract:

The severe financial difficulties experienced by many state library agencies have prompted unique approaches to maintain funding for these libraries. In Kansas, a certain percentage of property taxes is earmearked for libraries. Similarly, a portion of sales and motor vehicle taxes in Las Vegas go to public libraries. The San Diego, CA, public library boosted its budget by 16% after it teamed up with local police and park departments to provide services for 'at risk' youth groups. In the whole US, there are about 2,300 tax-exempt 'Friends of the Library' volunteer groups who organize fundraising activities on behalf of public libraries.

Article Abstract:

Both Houses of the US Congress are pressuring their fellow politicians to approve bills that address the price regulation of prescription drugs. In the process of deliberation are Sen David Pryor's Prescription Drug Cost Containment Act, Rep Pete Stark's Orphan Drug Windfall Profits Tax Act and a bill that would deny drug companies tax credits for copycat or 'me-too' drugs. The issue of drug prices is part of the reassessment of the nation's health system. Dryg companies Merck, Bristol-Myers, Squibb, Pfizer, Glaxo and ICI have pledged to keep price increases down to the general inflation rate.
