Delays expected

Article Abstract:

The implementation of the Oil Pollution Act of 1990 will be delayed because the Coast Guard has to formulate 40 safety rules to comply with the terms of the act. Oil tanker operators oppose the double hull rule. The international protection and indemnity clubs (P&I) are against the rule on direct liability. The refusal of P&Is to be sued for oil spills will affect the quantity of oil supplied to the US as tanker operations will decrease. Even with the law, rising demand for oil will lead to an increase in tanker traffic, resulting in an increase in accidents in the future.
