Article Abstract:

The defeat of Afghanistan's Taliban regime and the rise in power of the Northern Alliance by military force cannot be the basis of a stable government. Power-sharing among the many factions is essential. United Nations deputy special envoy to Afghanistan Francesc Vendrell says that a full UN peace-keeping force cannot be deployed fast enough, so individual nations will have to volunteer troops to do the work (as Australia did in East Timor), hopefully under the command of an Islamic nation.
