Bob Carr's plan to circulate a paper on state income tax at the premiers' conference did not materialize because of the walkout organized by Jeff Kennett. The proposal would allow states to tax personal, but not corporate, income. The walkout over healthcare issues also prevented discussions of the overall division of revenues between states and the federal government.
