Livable list lauds cities' leaders

Article Abstract:

Partners for Livable Communities (PLC) has selected the cities of Charlotte, NC; Cleveland, OH; Pueblo, CO; and Rochester, NY, as 'America's Most Livable Cities' in the 2001-2010 decade in terms of strong leadership, regional planning and achievement. Cleveland and Pueblo were lauded for their remarkable economic recovery after their industrial bases collapsed. Charlotte was cited for astute planning to handle rapid expansion. Rochester was commended for adapting to racial and economic changes by allying with community groups. PLC is a non-partisan, non- profit organization which promotes better communities. Its list, which has been issued once every decade since 1975, has drawn national attention because it underscores effective urban strategies that can be emulated by

Government folly: two-year budgets

Article Abstract:

Some legislators have suggested that Congress scrap the annual budget cycle and replace it with a single two-year budget. Proponents of this disturbing concept insist that it would encourage Congress to do its job better. This idea is misguided and smacks of poor policy and bad politics because it would make Congress less responsive and more dependent on forecasts about what the future holds at a time when the pace of change is accelerating.

States flock to biotech like gamblers to lottery tickets: But luring industry's a tricky bet

Biotechnology is viewed as the next job engine with Florida lawmakers approving a $310 million biotech research center and New York launching a media campaign to attract more biotech investors. Biotech jobs pay $50,000 or more a year and are expected to be one of the fastest growing job sectors.
