Rising concern

Article Abstract:

A history of controlled substance use in the US is presented. The use of mind altering substances in the US began in earnest after the Civil War. Opium and cocaine were the first forms of drugs used widely. Increasing clamor for the control of these substances brought forth the 1914 Harrison Narcotrics Act of 1914. Later forms of drug-control related policies included Prohibition which sought to ban alcohol use. The widespread use of drugs during the psychedelic generation of the 1960s resulted in the creation of the 1970 Comprehensive Drug Abuse Prevention and Control Act.

Hawks vs. doves

Article Abstract:

An evaluation of the current law enforcement policy geared at solving the illegal use of narcotics through the neutralization of its demand base is presented. Critics believe that aside from being unable to solve the existing problem, this policy creates new ones. Although an increasing number of drug users and low-level dealers have been put behind bars, major dealers are left largely untouched. This policy has also created a strain on the facilities of the US correctional sytsem given the large number of drug criminals put to prison.

The prevention approach

Article Abstract:

Some experts believe that the US should initiate shifts in current policies designed to solve the problem of illegal drug use and distribution. One such approach believes that improved programs designed for prevention and treatment of drug users will be more effective than currently implemented policies. Analysts cite the success of several prevention and treatment programs as rationale for the need for more government support.
