The Darlington nuclear power generating facility of Ontario Hydro as of Sep 1992, was at least five years behind schedule and $11.3 billion over budget. The plant's construction problems have resulted in a 25% increase in Ontario's electricity rates. Some experts doubt if the plant will ever run right.
