Article Abstract:

Economic development programs recruit, retain and expand community business and industry, provide economic vitality and net revenues but industry cost-cutting efforts and rate freezes have threatened many of these programs. No matter what a company's predisposition is to economic development, measuring benefits helps to manage the economic development budget more effectively and is critical to maintaining upper management support for economic development as a utility business strategy.

Although asbestos has not been used extensively in the past 30 years, the number of asbestos claims has actually increased drastically in recent years. Utility companies that purchased their liability insurance to lower the number of liabilities such as asbestos claims that they would face, must see to it that the insurance companies fulfill their duties.
