The challenge of development

Article Abstract:

Vietnam faces many challenges as a developing country under a Communist government pursuing a strategy of economic liberalization. Traditional Vietnamese culture and Confucian philosophy espoused the idea of one correct path for society and this mind-set was reinforced by Communist rule. The transition from the one right path to pluralism is frightening and the market system in its early stages is engendering increased inequalities, which are compounded by the weak control of the central government. International agencies must use much cultural sensitivity in helping Vietnam progress.
