The U.S. electric power industry: regulation trends and objectives

Article Abstract:

Regulatory developments affecting the electric utility industry are examined. Suggested measures to deregulate the industry include competitive bidding for bulk power supplies and to allow independent power producers into the power delivery system, or grid. The technical, legal and regulatory factors in allowing access to grids and measures to protect the interests of retail utility customers who cannot purchase power directly from grids are discussed. It was concluded that utilities whose ownership are diversified will be more efficient than government-owned utilities.

Perspectives on electric utility change

Article Abstract:

Important developments in the management and regulation of electric utilities are analyzed. In the area of industry regulation, it was suggested that the effects of regulation should be beneficial to electricity consumers, regulatory measures should not be rigid and that incentives should be commensurate to risks undertaken. The management issues discussed were incentives regulation, environmental regulation, innovative pricing, demand-side management, transmission access and industry structure.

Emerging issues in the regulation of electric utilities

Article Abstract:

A conference organized by the Harris Graduate School of Public Policy Studies at the University of Chicago discussed important issues concerning electric utility regulation. Prominent utility industry experts gave their views on industry restructuring, incentives regulation, environmental issues, innovative pricing and demand-side management. The experts said that alternative regulatory measures for the industry are being considered and that total industry excess capacity has been decreasing.
