Article Abstract:

Replacing the current global system based on sovereign nations with a system in which sovereignty is more widely distributed vertically would contribute to the realization of human rights. A multilayered system would offer multiple checks and balances over abuses by individual political units and would promote peace and security, reduction of oppression, global economic justice, ecology and democracy. Political units could be determined by a decision of the inhabitants of any contiguous territory to join an existing political unit willing to accept them or to form a new political unit.
