Assessing the performance of departmental chief executives: perspectives from New Zealand

Article Abstract:

New Zealand applied a new approach to performance assessment of its departmental managers in 1988. An examination of the new policy framework gleaned from interviews with Cabinet ministers and other civil servants indicate that the strategy has gained popular support among all the parties involved. The startegy has reportedly improved the accountability of department heads to their portfolio ministers. However, the new policy has raised questions about the constitutionality of officials' roles and reponsibilities.

Greens within an alliance: the New Zealand experience

Article Abstract:

The Green Party of New Zealand/Aotearoa was formed in 1989 as a spinoff of the Values Party to continue the efforts that have been launched by the latter in the aspect of environmental politics. However, the Green Party began to veer off its objectives in 1990 by focusing more on the political side of environmental issues. Despite this, it still won in the 1990 election, due in part by the public's discontent with the Fourth Labour Government.
