Bolivia's silent revolution

Article Abstract:

The political and economic reforms implemented in Bolivia since the 1980s can be viewed as a silent revolution after the violence and instability of the 1970s. The government's New Economic Policy (NEP), institutional reforms leading to parliamentarized presidentialism and the 1985 Pact for Democracy are of particular significance. The NEP advocates the introduction of a market economy and opening up to foreign trade and investment in a multiparty political environment. A program for decentralization gives more authority to the regions in matters of health, education, infrastructure and jurisdiction.
