CD progress slowed by nuclear disarmament issue

Article Abstract:

The UN Conference on Disarmament (CD) has failed to resume negotiations on a fissile material cutoff treaty and negative security assurances. There have been long standing disagreements over nuclear disarmament amongst the 61 members. The US and other nuclear-weapons states, apart from China, are opposed to the negotiation of nuclear disarmament within the CD. South Africa has called for the appointment of a special coordinator on nuclear disarmament, and Canada has renewed a proposal for an ad hoc committee on nuclear disarmament.

European Union adopts code of conduct on arms sales

Article Abstract:

The EU approved a code of conduct for arms sales on May 25, 1998. The code includes a ban on exports which may be used for internal repression, a requirement that members consider the military and social expenditure levels of buyers and the need for members to explain to other states the reasons behind their arms sale refusals. However, the code lacks transparency on arms exports. Members also failed to agree on the weapons to be controlled.

Clinton NMD decision welcomed abroad, reactions at home are mixed

Article Abstract:

International reaction to President Bill Clinton's decision in September 2000 not to deploy a national missile defense was positive. United States politicians were divided in their opinions with some Republicans extremely critical of this action.
