The 'Proposals of the Chinese Communist Party Central Committee Proposals for the Formulation of the 'Ninth Five-Year Plan' Plan for National Economic and Social Development and of the Long-Term Targets for the Year 2010' are implemented in 1996. Accordingly, a circular is issued in accordance with the stipulations of the 'Budget Law of the People's Republic of China'.
