Court should consider ban on first use

Article Abstract:

A legal ban on the first use of nuclear weapons in conventional hostilities is desirable as it implies significant advance towards controlling the uses of mass destruction weapons. The Federation of American Scientists want the court to declare the use of weapons of mass destruction as illegal under the international law. Reaching a consensus to ban nuclear deterrence is difficult because half of the court's judges are from NATO or nuclear states. The proponents of banning nuclear deterrence fail to suggest alternative ways to reach consensus, which shows their intentions of misusing the court.

START II Executive Summary

Article Abstract:

The Strategic Arms Reduction Treaty (START II), signed by Pres George Bush and Boris Yeltsin on Jan 3, 1993 includes eight treaty articles and a protocol on the elimination and conversion of intercontinental ballistic missiles. The treaty reduces in two stages the number of warheads that can be deployed on strategic weapons with the first phase to be completed by the year 2000. The treaty also defines the downloading procedures that the US and Russia should undertake to completely eliminate non-strategic nuclear forces.

Nunn-Lugar's unfinished agenda

Article Abstract:

The US government has offered the newly independent states (NIS) of the former Soviet Union security assistance initiative, in the form of the Nunn-Lugar program, to help them deal with the various NIS nuclear-related problems. Named after its sponsors namely, Senators Sam Nunn and Richard Lugar, Nunn Lugar has three major program areas, which include destruction and dismantlement of nuclear, chemical and biological weapons, safety, security and non-proliferation and demilitarization and defense conversion.
