Europe is the answer

Article Abstract:

The implicit cause of the conflict in Kosovo is Belgrade's refusal to accept European values concerning integration and racial harmony. It is the West's belief that political and economic stability will come to the region once ethnic segregation ceases. However, the West's commitment to the region has lacked credibility in the past and is largely responsible for the further breakdown of the Balkan's fragile democratic structures by failing to provide multi-ethnic political structures.

NATO, Russia and the Yugoslav war

Article Abstract:

The West's failure to cope with the war in former Yugoslavia gives troubling signs for Europe's changing security structure in the wake of the Cold War. A system based on cooperation is evolving that transcends the old power blocs, and indications of US withdrawal from strategic commitments in Europe are matched by growing acceptance of Russia as an important stabilizing force. Western and Central Europe must adjust to a changing power structure that will increasingly favor the East.
