KEDO resolves cost-sharing for North Korean reactor project

Article Abstract:

The Korean Peninsula Energy Development Organization (KEDO) has agreed to a cost-sharing arrangement for the $4.6 billion light water reactor project in North Korea. The decision of KEDO's Executive Board resolved the impasse and paved the way for the completion of the project's turnkey contract with the Korea Electric Power Corp. Under terms of the agreement, North Korea has pledged to freeze and eventually dismantle its nuclear facilities in exchange for the construction of two light water reactors while South Korea reiterated its commitment to pay 70% of the project's costs.

Russia issues new export decree to stem missile transfers to Iran

Article Abstract:

Russian PM Vikto Chernomyrdin succumbed to diplomatic pressures from the US and issued a comprehensive regulation to curtail the exchange of Russian materials and technology to support ballistic missiles development activities in Iran. The decree will close a major loophole in the Russian export laws, with which Iran has used to obtain technologies not specifically identified for control. It mandates Russian companies to stop all transactions when there is reason to believe that the technology is used for proliferation and inform legal authorities of all pending contracts.

India, Pakistan respond to arms control initiatives

Article Abstract:

India and Pakistan have expressed their willingness to participate more fully in international efforts toward arms control and nuclear non-proliferation in response to diplomatic and economic pressure from the US. The US has initiated new bilateral negotiations with the two countries and has proposed lighter international economic sanctions to encourage them to act immediately on the problem. Both India and Pakistan are seeking to expedite the lifting of those sanctions which were imposed when they conducted nuclear tests in May 1998.
