Notes on the theory of organization

Article Abstract:

The theory of organization in public administration is founded on the division of labor. In the subdivision of work, coordination may be achieved either through organization or through the development of a single purpose. Coordination by organization requires a single executive authority that directs orders to subordinates to achieve the main objective of an enterprise. This system of authority ensures technical efficiency among different departments which are organized on the basis of process and purpose.

Organization as a technical problem

Article Abstract:

The theory of organization in public administration involves technical issues. Since division of labor is part of every organization, the relationship between authorities and responsibilities that constitute this work division presents challenges for organizational leadership. Public administrators, for instance, find it hard to accept the principle behind the line and staff system of organization in which executives delegate duties to subordinates while retaining their full authority and responsibility.

Science, values and public administration

Article Abstract:

Public administration, being a social science, must separate relationships and value judgments. The basic goal of the science of administration is efficiency, which is the top priority in the value scale of politics and the social order. However, efficiency brings conflict between administration and certain aspects of the value scale of political science. As such, public administration requires an imaginative approach, the development of generalizations and the testing of theories.
