Meeting the challenge of permanent nuclear waste disposal in an expanding Europe: Transparency, trust and democracy

Article Abstract:

The siting exercises of permanent nuclear waste disposal facilities in Sweden and the Czech Republic are compared in order to investigate the impact of differences in state-society relations between the established democracies of western Europe and their Central and Eastern Europe (CEE) counterparts. The successful Swedish model and the failure of the Czech effort highlight the importance of open public consultation, pre-existing and reciprocal trust between society and government/industry, and resilient democratic institutions capable of streamlining public opinion.

Contingent valuation and qualitative democracy

Article Abstract:

Qualitative democracy, which is based on the principle of contingent valuation, is an unfair form of democracy. The use of cost benefit analysis as an exercise in qualitative democracy leads to a violation of the basic democratic principle of equality of power. The fact that qualitative democracy requires people to place a monetary value on political choices based on the intensity of their convictions regarding the issues at hand, makes that form of democracy income-dependent and subject to control by a select group of people.

The first meeting of the parties to the Cartagena Protocol on Biosafety

The first meeting of the Conference of the Parties (COP) to the Convention on Biological Diversity (CBD) serving as the Meeting of the Parties (MOP) to the Cartegena Protocol on Biosafety (COP/MOP-1) took place in February 2004 in Kuala Lumpur, Malaysia. The outcomes of the meeting are reviewed.
