Moscow's START II ratification: problems and prospects

Article Abstract:

The ratification of the START II agreement by Russia faces rough weather due to differences regarding the deployment of theater missile defence programs by the U.S., and the possible losses to Russia associated with signing the agreement. Russia worries that the cost of implementing START II will be more for them than the US. Although the Clinton administration took steps to mitigate Russia's concern regarding the implementation costs, issues such as the violation of the ABM treaty pose problems in ratifying the treaty legislatively.

U.S.-North Korean missile talks collapse following defection

Article Abstract:

The Clinton administration's efforts to control Pyongyang, South Korea's missile activities suffered a temporary setback when its missile talks with North Korea disintegrated in Aug. 1997, after the defection to the US of a senior North Korean diplomat. The diplomat is believed to be familiar with the North's missile-related transfers to the East, whose knowledge may provide the US with a gold mine of intelligence data.

U.S. Korea nuclear accord remains on track despite incident

Article Abstract:

The US-Korea nuclear accord for the destruction of all Korean nuclear weapons continues despite the Dec 94 North Korean air attack on a US Army helicopter that killed a US Army Chief Warrant Officer. The US has, in continuance of the nuclear disarmament accord, shipped 50,000 metric tons of heavy oil to North Korea and will maintain an annual supply 500,000 tons of oil.
