Municipal forecasting practice: "demand" and "supply" side perspectives

Article Abstract:

A study was conducted to analyze municipal forecasting practices. Results showed that financial decisions at the municipal level were often erroneuosly made based onjudgemental rather than quantitative foundations. Analysts pointed out that many municipal officials choose a theoretical rather than a practical approach to municipal financial management. Public financial mmanagers simply cannot perform their tasks effectively by sticking to academic public administration.

Recruitment and selection in North Carolina: a profile of municipal personnel practices (1)

Article Abstract:

A survey of recruitment and selection practices of North Carolina municipal governments is conducted. Specific personnel practices such as sources and methods of recruitment, qualifications tested for and criteria and screening methods are examined. The effects of city and organization size are also considered, as well as governmental structure. A more professional approach to personnel management is observed when a city manager or a town administrator is present.

The new public personnel and the new public service: a micro view

Article Abstract:

There is a need to bring the concept of the new public personnel down to the micro level where the concept can promote equity among public employees. Public administration should also focus on public employees as clients and work towards the achievement of quality work life. The government must project its role as a model employer by promoting a caring and supportive environment for public employees.
