New START II and ABM Treaty Documents

Article Abstract:

The United States and Russia signed a number of agreements related to START II (Treaty on the Reduction and Limitation of Strategic Offensive Arms) and the 1972 Anti-Ballistic Missile (ABM) Treaty on Sep 26 1997. Russia's agreement to the START II amendments should facilitate the Russian Duma's ratification of START II, and hasten the commencement of START III negotiations. The ABM Treaty agreements clarify issues concerning the 1972 Treaty, and address the issue of theater missile defense systems. The full text of many of the agreements is presented.

Losing Russia or keeping NATO: must we choose?

Article Abstract:

The main problem today for the European security is the integration of Russia and the countries which were under its influence. The Clinton administration favors the idea of Russia's eventual inclusion into the European security system. Russia's inclusion into NATO will debilitate NATO's potential to tackle Russia's aggressive nature, but integration of nations other than Russia may not be well-received by Russian officials.

Written statement by the Russian side at the signing of the protocol to the START Treaty on 23 May 1992 in Lisbon

Article Abstract:

The Russian panel reiterated its continuing commitment to the reduction of strategic offensive nuclear weapons in a statement issued after the signing of the protocol to the Strategic Arms Reduction Treaty (START). In the statement, Russia acknowledged current political realities and stated that it considered the states of Kazakhstan, Belarus and Ukraine as non-nuclear nations.
