Parallel imports of copyright goods in Singapore: the role of government and public policy

Article Abstract:

The role of government and public policy concerning the parallel import of copyright goods in Singapore is analyzed. Parallel import refers to the import of legitimate goods into a country by a trader when a local authorized agent or intellectual property rights owner exists. Singapore brandishes a liberal approach towards parallel imports of copyright goods mainly because of its focus on free trade. Therefore, the main purpose of intellectual property laws in the country is the prevention of piracy.

The General Agreement on Trade in Services: from 1994 to the year 2000

Article Abstract:

The General Agreement on Trade in Services (GATS) was established because of the government's recognition of the need to create multilateral trade rules for services. The GATS' distinguishing feature is its mode of supply which differs from trade in goods. Trade in services is classified into two types. The first type requires physical proximity between consumer and supplier while the second does not require the set-up of the first type.

The most fundamental problems with the treaty text on safeguard measures, as interpreted to date by the Appellate Body, are described. Professor Yong-Shik Lee's comments on the article, 'The Persistent Puzzles of Safeguards: Lessons from the Steel Dispute', are addressed.
