Promoting pluralism in Eastern Europe

Article Abstract:

Recent election results in most ex-communist states have shattered the hopes of the beginning of a new political era after the fall of communism. Many renamed and reconstituted successors to the old communist parties have regained their predominant position in 24 out of 28 countries in Eastern and Central Europe, and the former Soviet Union. This reversal was primarily due to the weakening of social and political life afterdestructive communist rule for many years, the non-reversal of the economic collapse, and failure of democratic parties to respond to the challenge.

Eastern Europe's constitutional courts

Article Abstract:

The new constitutional courts of Eastern Europe regard the resolution of constitutional issues as their main mission. They have an explicit constitutional mandate, and are very active in imposing their views. These courts have seen mixed success. It appears that the main factor in the success or failure of constitutional judicial review is likely to be the overall political situation in the country. Where constitutional courts have been successful, they could have been influential in promoting horizontal accountability.

Europe after Utopianism

Article Abstract:

The success of a unified Europe in the post-communist era depends on the establishment of democratic political institutions. The division among the European nations regarding the level of integration and the opposition to proposals in most of the member countries emphasizes the need for increased representation of the views of the people.
