SCC parties clear final hurdle for ABM-TMD 'Demarcation' accords

Article Abstract:

A statement on higher-velocity theater missile defense systems has been forged by the five participating states of the Standing Consultative Commission or SCC, namely, the US, Russia, Belarus, Kazakhstan and Ukraine. The statement concludes almost four years of complex negotiations to create a defining boundary between restricted antiballistic missiles and theater missile defense systems. The statement is one of four to be reviewed by the five SCC member nations and is expected to be signed late in Sep. 1997.

Gore-Chernomyrdin Commission expands cooperative measures

Article Abstract:

Vice President Al Gore and Russian Prime Minister Viktor Chernomyrdin had a meeting in Washington, D.C., on Feb 6-7, 1997 for the 8th session of the US-Russian Joint Commission on Economic and Technological Cooperation, otherwise known as the Gore-Chernomyrdin Commission. A joint statement was signed by these two representatives regarding nuclear materials security. The implementation of the 1993 highly enriched uranium purchase agreement was also included in the talks.

Senate, House approve Bills calling for NMD deployment

Article Abstract:

A House-Senate conference committee are to reconcile differences between a bill stating that it is US policy to deploy an effective national missile defense (NMD) system and a bill stating that it is US policy to deploy a national missile defense. The original version of the Cochran bill was to have been vetoed as it was based on the one factor of technological readiness, but the veto threat and objections to the bill were withdrawn following amendments.
