Sparing civilians

Article Abstract:

An analysis, in the light of the launch of a war in Iraq, of how air war targeting strategies have changed since the start of aerial warfare. At the start of air warfare, civilians were considered a valid target as their labour would be vital to the ability of the enemy to fight. In modern air warfare, the main aim is to minimise the number of civilian casualties through the specific targeting of identified, strategically important buildings.
