TQM management development in public agencies using the Myers-Briggs Type Indicator and the Adjective Check List: a retrospective case study in the IRS

Article Abstract:

The Internal Revenue Service (IRS) successfully implemented Total Quality Management (TQM) as an organizational development initiative in 1991. The Myers-Briggs Type Indicator (MBTI) and the Adjective Check List (ACL) were used as leadership training instruments. Retrospective assessment of the leadership program is difficult, since several TQM principles have been applied simultaneously. However, 19 of the 26 participants have been chosen to fill managerial positions sometime after the training. The Ogden IRS center also received the Presidential Award for Quality in 1992.

A review of court decisions on cognitive ability testing, 1992-2004

Article Abstract:

The analysis of employee testing using cognitive ability testing cases in state and district courts from 1992 to 2004 is discussed. Majority of the cases involves class action plaintiffs and civil service jobs. Courts favor the validation of cognitive ability tests used in the selection process. The relevant details are discussed.

The employer's advantage in sexual harassment cases: how the courts have discouraged the victims of sexual harassment

Article Abstract:

The concepts of court cases and merit systems protection board studies are analyzed to understand why sexual harassment continues at workplace. Women have a disadvantage because few women serve on the bench and the results suggest improving compliance with Title VII of the Civil Right Act of 1964.
