The ABM talks: the more things change ...

Article Abstract:

The Russian government, and the former USSR before it, have always linked the Anti-Ballistic Missile Treaty (ABM) to any and all arms reductions agreements with the US. Although Russia has expressed interest in cooperative efforts in early warning and on tactical missile defense, it has remained adamant about compliance with the ABM. In addition, Russian Pres Boris Yeltsin has made ambiguous and conflicting pronouncements regarding the matter, thereby clouding the issue even more. This problem is likely to remain despite the improving relations and increasing level of cooperation between the US and Russia.

GAO reports dispute accuracy of missile defense claims

Article Abstract:

The General Accounting Office (GAO) reports have revealed inaccuracies in the administration's claims about the success of US defense systems. One report showed that false claims were made regarding the first seven interceptor flight tests undertaken by the Strategic Defense Initiative Organization (SDIO). Another report disclosed the defects in the target interception function of the Patriot missile used during the 1991 Gulf War, and it was found to have intercepted only 9% of the targets as opposed to assertions about 40% or 70% Patriot accuracy.
