Paying for pollution

Article Abstract:

Foreign countries might have the option to barter with one another over pollution emission rights. The option is expected to be discussed during a Dec. 1997 UN-sponsored convention on Climate Change in Kyoto, Japan. Previous attempts to regulate countries' gas emissions have not been successful. This type of agreement would allow countries exceeding emission levels to receive credits from countries that are under their allocation. This scheme would allow countries to package emission rights in various political deals with allied countries.
