Funding CW demilitarization in Russia: time to share the burden

Article Abstract:

The Chemical Weapons Convention has been approved, and this means that Russia and the US can agree on a schedule and legal basis for destroying chemical weapons. The issue of how stockpiles can be eliminated has now become important. The US has used incineration which has been a technical success, but there have been domestic political problems. US allies in the North Atlantic Treaty Organization should help shoulder some of the burden in terms of the cost of disposing of Russian weapons.

Article Abstract:

The retaliatory and first-strike parts of nuclear strategy unnecessarily swell the number and variety of nuclear missiles that need to held by both Russia and America. The negotiation and missile reduction possibilities of a no-first strike environment are analyzed.
