Ambassador Richard Butler: keeping Irag's disarmament on track

Article Abstract:

Ambassador Richard Butler is the executive chairman of the UN Special Commission on Iraq (UNSCOM). The UNSCOM is tasked with eradicating Iraq's biological and chemical weapons programs and its ballistic missile capabilities. Part of the UNSCOM's responsibilities is the monitoring of Iraq's disarmament. The monitoring agreement was agreed to by Iraq and is part of a Security Council legislation called Resolution 715. Butler disputes Iraq's claim that it has complied with the monitoring provisions of the resolution.

The case for Iraq's qualitative disarmament

Article Abstract:

The United Nations Monitoring, Verification and Inspection Commission could resolve all outstanding disarmament issues with Iraq if the Security Council redefines Iraq's disarmament obligations to meet more realistic qualitative standards.

The case for Iraq's qualitative disarmament

Article Abstract:

The United Nations Security Council can end the deadlock with Iraq over weapons inspection by redefining Iraq's disarmament obligations. Qualitative rather than quantitative standards should be applied.
