The lessons and legacy of UNSCOM: an interview with Ambassador Richard Butler

Article Abstract:

Ambassador Richard Butler was the chief arms inspector in Iraq acting on behalf of the United Nations. The United Nations no longer conducts weapons inspections in Iraq and Butler believes that Iraq has been stockpiling missiles and has been working on chemical weapons since the inspections teams left. He also thinks that it has been moving its expertise abroad to protect its weapons development programme. Butler thinks that the UN should not make laws that it is incapable of enforcing.

Ambassador Stephen W. Bosworth: keeping the U.S.-North Korean nuclear accord on track

Article Abstract:

Ambassador Stephen W. Bosworth believes that the international consortium Korean Energy Development Organization (KEDO) has made substantial progress in North Korea since the settlement of the North Korean submarine incident on Dec. 31, 1996. KEDO, which is currently headed by Bosworth, has developed into one of the international community's most powerful channels for dealing with the North Koreans.
