Value orientation and value profile of Nigerian public managers: implications for management practice

Article Abstract:

Nigerian public sector managers exhibit a high degree of pragmatism. They also value personal and organizational goals highly. These findings emerge from a survey of public managers at the state level in the African country. The survey used England's personal value questionnaire in assessing the value orientations and value profiles of this group of government workers. The implications of these findings for management development practice and future directions for research are also discussed.

The temporal, social, and responsiveness dilemmas of public personnel administration

Article Abstract:

An analysis of dilemmas confronted by public personnel administrators is presented. These public officers face temporal, social and responsiveness dilemmas which are inter-related. Since responsiveness to political leadership is a foundation of democracy, political appointees must not be given personnel administrative responsibility. It is shown that the bestalternative for resolving the dilemmas is by providing careerists with personnel administration powers.

Hong Kong public administration under stress: the significance and implications of management paradoxes

Article Abstract:

Five management paradoxes which impair the capability of public administrators in Hong Kong are discussed. These are the paradox of incapacitation, deadwood-cutting, achievement, excellence and neutrality. These paradoxes are seen as major obstacles to administrative reform in the Crown Colony. Their implications for policy formulation and research are also discussed.
