Article Abstract:

The administration that takes office will pursue a multilateralist foreign policy in military affairs, especially on the question of war regardless of whether Bush or Kerry is elected. It is further predicted that America's friends and allies will encounter a foreign policy that is multilateralist as a starting point, but sometimes in difficult circumstances can become decidedly unilateralist.
