When to intervene: The Haitian dilemma

Article Abstract:

A discussion on the appropriateness and methods of humanitarian intervention to help secure rule of law and sovereignty in unconsolidated democracies such as Haiti, Georgia, and Bolivia is presented. The arguments for a phased approach to assistance intervention, with a mix of concerned restraint and assertive resolve including diplomatic coercion and military intervention by the international actors are discussed.

Koizumi's top-down leadership in the anti-terrorism legislation: the impact of political institutional changes

Article Abstract:

The three major changes introduced in Japan to shape the leadership of future prime ministers, which include the 1994 electoral system, the Diet and government reform of 1999, and Hashimoto's administrative reform efforts. The impact of these changes on crafting Japan's 2001 anti-terrorism legislation is analyzed.

The establishment of the General Agreement on Tariffs and Trade (GATT) had led to a decline in the global tariff levels on most goods except in the agricultural sector. Further, the experts present a dialogue on the agriculture trade liberalization.
